I'm afraid it's how chameleon armour works in general, it also did the same in FO3. The chameleon player (not power armor) armor I have is extremely glitchy with the pip boy display though, is it like that with power armor too? (for example hit tab in the first 2-3 seconds after the effect starts) I checked and you just need science 4 for that upgrade.
